Palm Pre 2

I really cannot understand why HP (Palm) insist releasing separate versions of Palm Pre 2 for US and Europe while Apple can release single version of iPhone (the only difference between models of the same generation is the flash memory size). Isn’t having single model is easier to manufacture and helping them to easily selling them? Why HP (Palm) is not doing it the same way? I just can’t get it.
